     ABOUT THE POSITION 


    OBJECTIVES:

    Act as the HR liaison and focal point between Operations (HRCo), MSF Brazil’s National HR Department, the Cell (HRO) and other MSF actors, seeking to provide a timely and efficient response regarding HR and administrative issues in support of the mission.


    RESPONSIBILITIES:

    • Stablish Human Resources procedures and policies for Operations (in line with Ops needs and HR Brazil guidelines) – including different types of contracts, insurance, medvacs (medical evacuations), among others.

    • Undertake salary alignments – IRFG and Hay Grid MSF Brazil.

    • Control employment contracts (admissions and terminations of National Staff): analysis of documents and pre-admission, always in compliance with deadlines established by the Labour Law (E-Social) and internal procedures of MSF-Brazil.

    • In case of dismissal, ensure proper and in-time procedures for calculations and processing of payments with the external payroll supplier.

    • Align with the National HR Personnel Department the validation and processing of Payroll + Benefits (including annual vacation) + Taxes.

    • Give support for Staff mobility (for each project), including daily allowances (per diem), departure forms and income tax return - when applicable.

    • Support and participate in Insurance contract negotiations (Health and Life insurances).

    • Follow Labour issues: Labour inspection and health and safety checks + Collective Agreement.

    • Coordinate the process of purchasing benefits and manage the healthcare benefit package

    • Conduct Legal Consultations: labour, import and export, visas etc.

    • Support visa application processes (humanitarian / voluntary; tourist; temporary residence; etc).

    • Interface with Legal Support: HR internal regulation; policies and procedures.

    • Interface with Legal: institutional documentation (e.g MOUs, donations) and revision of services contracts for Operations with external partners/stakeholders.

    • Follow and support Institutional & HR contracts, CLT or RPA modalities of contracting, including payment of taxes, and the processes of opening branches (CNPJ) and legal powers of attorney

    • Carry out the recruitment process for positions supporting Operations in Brazil and LATAM region (BOSSA and decentralized OCB Regional positions)

    • Write periodic reports on all aspects of human resources in regional operations (number of employees, HR costs, salaries, etc.).

    • Translate institutional documents, when applicable.

    • Provide any additional support in all HR matters deemed necessary by regional operations.

    • In collaboration with MSF-Brazil referent, verify and ensure that all policies and procedures determined for regional operations are in compliance with the GDP (General Data Protection).

    REQUIREMENTS


    EDUCATION:

    • Undergraduate degree


    EXPERIENCE:

    • Experience with administrative or HR tasks

    • Experience with negotiation, contracts and designing procedures

    • MSF Field (priority) or Office experience


    LANGUAGES:

    • Native Portuguese

    • Fluent English (mandatory)


    KEY SKILLS:

    • Microsoft Office package
